The frame has multiple "cut outs" containing images representing Baltimore - a fishing boat, the Pratt Pwoer Plant smoke stacks and the Chesapeake Bay.
Sold on a multi-color backing card with Art Deco design, with the HRC 50th anniversary logo at the top below the hanger cutout, and "ART DECO REGIONAL SERIES" across the bottom in white block letters.
