"The Powers That Be!" Earth's Mightiest Heroes have restored calm and normality to the world after stopping Scorpio's scheme for global subjugation. And to show its gratitude, the United Nations declares the Avengers a "sovereign entity" -- thus Avengers Mansion becomes Avengers Embassy! However some people in the U.S. government are not thrilled that the powerful team of super-heroes will no longer be reporting to them. So contingency plans are set in motion. In the meantime, Cap appoints the temperamental Peter Gyrich to be the Avengers' official U.N. liaison. And then he appoints the Falcon to keep an eye on Mr. Gyrich. Cameo appearances by Jarvis, Ant-Man, Jack of Hearts, Sub-Mariner, and Thor.
