Bill Martin

William E. "Bill" Martin was a musician, songwriter, screenwriter, and voice actor, as well as the final voice actor to provide the voice of Shredder in the 1987 TMNT series for Season 8 and Season 10. His first episode was Get Shredder! (first aired September 17th, 1994) until the Season 8 finale Turtle Trek, which effectively wrote Shredder, Krang, Bebop, & Rocksteady out of the series.

After a year-long absence, Martin returned to the show for 3 more episodes: The Power of Three, A Turtle in Time, and Turtles to the Second Power, which brought Krang and Shredder back once more to combat the green teens, as well as solidifying that they'd been taken care of once and for all, by permanently stranding them in Dimension X (1987 TV series). Martin left the series shortly afterwards.
