Kai Chisaki is a character from the My Hero Academia franchise. He is also known by the villain name Overhaul. He is a Yakuza boss and a primary antagonist in the franchise. Overhaul is a mysophobic, antisocial sociopath obsessed with returning the world to the way it was before the Quirk phenomenon. Overhaul believes that Quirks are actually a plague on humanity, having infected people with "syndromes" of heroism and villainy. 

He is voiced in Japanese by Kenjiro Tsuda. In English he is voiced by Caitlin Glass or Terri Doty when he was a child or as an adult by Kellen Goff.
