Once talked Pee-wee into prank-calling police officer "Daryl" (George McGrath) on the Picturephone, suggesting that he might be a juvenile delinquent.

Billy has white skin, blond hair and freckles. He wears a plaid coat, a white shirt, a red necktie with his initial, B, blue jeans and black and white sneakers. Portrayed by Paul Reubens, who also plays as the title character Pee-Wee.
