Admiral Leyton is a Starfleet flag officer who appears in Star Trek: Deep Space Nine in the two-part episode "Homefront" and "Paradise Lost" (Season 4, Episodes 11–12). He is portrayed by actor Robert Foxworth.

Leyton was formerly the commanding officer of Benjamin Sisko aboard the USS Okinawa and later became Starfleet Chief of Security on Earth. In 2372, after a Changeling attack on Earth, Leyton used fears of Dominion infiltration to justify a plan to impose martial law and seize control of the planet. His goal was to strengthen Starfleet's role in government, believing the Federation was unprepared for war with the Dominion.

He orchestrated acts of sabotage and misinformation, including faking evidence of Changeling infiltration within Starfleet, to push his agenda. Captain Sisko uncovered the plot and exposed Leyton’s actions. As a result, Leyton was forced to resign and was placed under arrest.
