From Earth-616, he is a cyborg created by Ultron using Victor's Mother's (Marianella Mancha) DNA using nanites as a reward for helping Ultron rebuild a new body. Victor's body continued to develop until it was indistiguishable from a fully biological human. Ultron's ulterior motive was to design Victor with latent electromagnetic abilites and the drive to become a new Avenger by the age of 21 as an unsuspecting sleeper agent.
