The Chemins de fer de l'État (ETAT) was from 1878 to 1938, the French state railway next to the otherwise mostly private-sector organized railway system.

1878 saw the French government forced ten railway companies ranging from bankruptcy to take over were at risk, to further maintain their traffic. 1,635 miles of railway lines were affected, including 985 miles in operation. They were distributed over a third of the territory, mainly in the northwest and west of France. It was not a coherent network, so island operations emerged. By law of June 11, 1878, a loan of 330 million francs was approved, which would earn 3% interest and run until 1953 to compensate the owners, The "ETAT" was initially of low economic importance as a catchment society of economically precarious railway companies without main routes, which were spread over a large area and were disconnected.
